What the tool does after you choose the limit

Your browser decodes the photo, reading the orientation flag your camera wrote, so a photo taken sideways comes out the right way up. It then encodes the image as a JPEG over and over, each pass at a different quality setting, closing in on the highest quality whose file still lands under your limit. If the target is too tight for quality alone to reach, it also steps the pixel dimensions down and runs the search again. The search takes a second or two, and all of it happens on your device.
